The Belize International Film Festival began in 2003 with the ambitious goals to:
- Educate the English speaking Belizean public that the Hollywood films they are used to seeing at the cinemas or on US cable networks are not the only films being made in the world.
- Expose these audiences to award winning, high caliber international films and the concept of subtitles.
- Entertain them with thought provoking independent productions outside the typical Hollywood blockbuster mold.
And at the same time:
- Create a popular space where Caribbean and Central American filmmakers can screen their productions with the hope of possibly attracting the eye of invited sales agents or distribution companies.
- Encourage the thought of filmmaking as a career option for young Belizeans and Caribbean filmmakers through the presence of invited filmmakers and the presence of representatives of regional film-schools.

The third edition of the Belize International Film Festival - BIFF 2005 - is one of the projects supported by the newly formed non-government organization, PALAPA Center for Audiovisual Support and Development this is being organized by Fer de Lance Productions of Belize City.
The principal sponsor is the National Institute of Culture and History, the cultural arm of the Government of Belize. Festival Director is Belizean producer/director Suzette Zayden.
